Katie Garcia

Director of Policy and Research Institute

Bio

Katie Sell Garcia is Director of the Policy and Research Institute at Bread for the World. She provides leadership and direction for Bread’s domestic and global hunger policy analysis; advocacy, research, and institutional outreach; and the development and prioritization of Bread’s public policy agenda.

Katie comes to Bread with more than twenty years of experience. She has guided policy development on hunger, food security, poverty, climate resilience, agricultural markets, and inclusive economic growth; managed research, analysis, and knowledge platforms; developed and implemented public-private partnerships; built and led high-performing teams; and represented organizations in complex government, foundation, and civil society environments.

Katie previously held executive roles at USAID, including the Bureau for Inclusive Growth, Partnerships and Innovation, Private Sector Engagement Hub; the Bureau for Food Security, Office of Market and Partnership Innovations; and the Bureau for Economic Growth, Agriculture, and Trade, Office of Agriculture.

In addition to those roles, Katie served in the Peace Corps in El Salvador. She holds a master’s degree in international economic relations from American University’s School of International Service and a bachelor’s degree in anthropology from The College of William and Mary.
